Tynwald Oct 18: Q1 communications with UK Govt

Member for Douglas South (Mrs Beecroft) to ask the Chief Minister –

Pursuant to written answer No. 5 in September, who authorised the Chief Secretary to fulfil the formal role as the official channel of communications with the UK Government; what this authority consists of; whether it is by way of delegated authority from the Chief Minister, an appointment made by the Governor or some other method; and if he will he circulate a copy of the authorisation?
