New health boss appointed

The government's chief financial officer has been appointed the new chief of the NHS.

Malcolm Couch replaces Mark Charters who resigned last week citing 'personal reasons'.

Health Minister Howard Quayle says: 'The Department has acted swiftly and positively in making this appointment. We are at a critical stage in the development of a new strategy and it is important to have stability and leadership in place as we continue to modernise the Department and its services.

'Malcolm is a well-known and respected senior officer in Government with a strong track record of financial management and good governance. I have worked closely with him in his Treasury role and I am confident that his professional and inclusive approach will help us to build on the solid progress that has been achieved so far.'

Dr Couch graduated in medicine from the University of Sheffield in 1988 and also has bachelor and doctorate degrees in medical science. He was appointed the island's chief financial officer in April 2013 after serving as assessor of income tax for eight years.

He says his key aim will be to bring together the community, the staff of the Department of Health and Social Care and Tynwald in a 'shared view' of how to address the many issues being faced.

Dr Couch, who takes up his new role next week, said: 'Working in a national health service again will be like coming home for me, and I am looking forward tremendously to taking up a key role in it.'

It means the government is now seeking to fill the vacancy of chief financial officer.

Treasury Minister Eddie Teare MHK said: ‘We are looking for an exceptional candidate to continue the positive work that has taken place over recent years. Strong leadership will be essential to drive forward policies that support sustainable economic growth and good quality public services. The Isle of Man is facing many challenges, locally and internationally, and clear, consistent and progressive financial management will be fundamental to our future success.'

He said interim arrangements were in place pending the appointment of a new finance chief.
