A public consultation has been launched today that the Department of Home Affairs describes as part of its drive to meet challenging budget targets in the Manx Constabulary.
The main proposals contained in proposed new legislation include civilianising some functions presently delivered by the police, increasing accountability in the force by giving the Chief Constable power to self-refer matters for independent investigation, and providing powers to reappoint the incumbent Chief Constable without having to readvertise the position.
The public are being encouraged to submit their views before the consultation deadline in six weeks' time.
Home Affairs Minister Juan Watterson said:'We are continuing to look at different ways of working across our services to identify opportunities for further efficiencies. The Bill would provide the legal power for the Department to civilianise appropriate police functions. In the current financial climate it is clear that we must continue to adapt and target our resources in the most
effective manner.
'Public confidence in the Isle of Man Constabulary remains high and the current police complaints process is working well. However, as things stand a complaint against the police can only be investigated if it is made by a member of the public. This Bill proposes to give the Chief Constable the power to self-refer matters for independent investigation, for example the discharge of a firearm by an officer.'
