Is there political will to reform upper house?

‘Political will’ will determine whether or not Legislative Council reform is agreed.
So says Onchan MHK Peter Karran after he was granted permission to introduce a bill requiring all MLCs to be popularly elected.
Mr Karran wants more of a separation between government and parliament and also wants legislation in place that would prevent MLCs from serving as departmental ministers or members.
Only two MHKs - Bill Henderson and Juan Watterson - voted against Mr Karran’s bid to discuss the matter further.
