The Treasury Minister carried out a highly unusual move yesterday (Tuesday), amending his budget during the Tynwald debate. Mr Bell told members the run up to the budget had been extremely fraught and indeed one important "piece of the jigsaw" had only been put into place the previous night. That dealt with the tax rating of investment companies.
