Bell breached collective responsibility rules

A senior Manx politican has conceded that he breached an important ministerial code when he made controversial comments about the redevelopment of Douglas Bus Station.

The Treasury Minister Allan Bell (pictured) had made it clear he was disappointed with the project - and said an opportunity to revitalise the capital with new faciitiles, had been missed.

But his comments have been ruled 'off limits' - as they breached the Council of Ministers' code of collective responsibility.
