Excluded for provoking behaviour
A 56 year old visitor from Kent has been excluded from the Island for 5 years after being found guilty of provoking behaviour.

It follows an incident on Laxey Beach last month involving Geoffrey Stephen Philley.

Based on evidence given by a witness, the High Bailiff Michael Moyle agreed that the man had been acting indecently in a public place despite a not guilty plea.

Philley was also given a 42 day prison sentence suspended for two years.

Philley, from Northfield in Kent was arrested on July the 26th after being was reported by a dog walker.

The female witness told the court she had been on Laxey Beach five days earlier when she saw a man she identified as Philley with his hand down his shorts.

The woman said she was shocked and concerned because she thought Philley was staring at two young children who were near by. She then led the children away.

Philley told the court he was definitely not pleasuring himself. He said his hand was in his pocket because he was trying to take the weight off his right foot, which was blistered.

A police constable confirmed the foot was blistered.

The High Bailiff accepted the evidence of the witness that the man was conducting an act of self abuse, but said he was taking into account there was no evidence the man was exposing himself.
