Rushen United, St. Mary's, and players Lee Dixon and Nicky Glover have been charged with bringing the game into disripute by the Isle of Man Football Association.
The clubs are accused of failing to control players and spectators.
The move follows trouble after the final whistle of the OSA Division One fixture between the two clubs at Croit Lowey a fortnight ago.
