The government estimates its scheme would fully refund more than 70% of depositors within two years.
It's an alternative to liquidation and there is ?180 million pounds in place to support it.
If the Scheme of Arrangement is approved by depositors on May 19, the High Court will be asked to sanction it on May 27.
