Kaupthing Singer and Friedlander has been placed into liquidation.
The results of last week's vote on the Manx government's Scheme of Arrangement were given at a High Court hearing in Douglas.
They showed two of the three voter categories vetoed the idea.
The court also heard a total of 17 complaints were received from people who claimed they didn't receive documents allowing them to vote.
Of those, the vast majority had voted via proxy and only two people, who complained on behalf of their parents, may not have voted.
Next on the legal front for the failed bank is a row between depositors and the Treasury about who should pay costs.
Deputy Deemster Corlett adjourned the case until June 23, when that final issue will be resolved.
